CD 1510OS – Civil Aviation Order 48.1 Amendment Instrument 2015 (No.1)
Civil Aviation Order 48.1 Instrument 2013 (the new CAO 48.1) was made on 28 March 2013 and came into effect on 30 April 2013. The new CAO 48.1 sets out new rules for fatigue management for flight crew members (FCMs).
At present, operators have until 30 April 2016 to transition to the new CAO 48.1. Operators who first applied and became an air operator certificate (AOC) holder or Part 141 certificate holder after 30 April 2013 must comply with the new CAO 48.1 immediately upon certification.
The aviation industry has provided valuable feedback during the transition so far. This feedback has enabled CASA to refine its understanding of current industry practices and review certain limitations and requirements in the new CAO 48.1 in light of this information. Additionally, some provisions which have caused difficulties in interpretation or implementation have been clarified in these amendments. It is proposed to makes these amendments ahead of a formal post-implementation review.
