We have developed a draft Plain English Guide to the general operating and flight rules to make it as easy as possible to understand the new flight operations regulations.

The guide is for Part 91 of the Civil Aviation Safety Regulations, the foundational rules for all aviation in Australia (except drones).

In March 2021, these new rules will apply to all pilots and operators who fly in Australia. It’s one of the final steps in moving from the old Civil Aviation Regulations (CARs) and Civil Aviation Orders (CAOs) to the Civil Aviation Safety Regulations (CASRs). 

Other new flight operations regulations will complement Part 91 and consolidate the operating and flight rules for air transport operations, aerial work and other specific industry sectors. 

But if you’re a private pilot, this Plain English Guide contains all the general operating and flight rules you need, with helpful hints explaining what’s expected of you and what you might need to consider when complying with different rules.

It is not yet in force – so remember you need to ensure you comply with the current regulations.

Who will benefit from this guide?

The guide is primarily intended for general aviation pilots and flying schools. However, it is expected all pilots could find it useful as it contains the foundational rules for all flight operations.

What’s next?

We will consider your feedback and finalise this guide by the first half of 2020. The guide will incorporate all the Part 91 regulations and Part 91 Manual of Standards which is still being finalised.
