Issue

Project OS 09/15 was launched in September 2009.

Inherent in the rationale for the original project were some misconceptions about the wording of the ICAO Standard. ICAO Annex 6 Part I paragraph 9.3.1 states:

An operator shall establish and maintain a ground and flight training programme, approved by the State of the Operator, which ensures that all flight crew members are adequately trained to perform their assigned duties. The training programme shall:

  1. include training in knowledge and skills related to visual and instrument flight procedures for the intended area of operation, human performance including threat and error management and in the transport of dangerous goods;
  2. ensure that all flight crew members know the functions for which they are responsible and the relation of these functions to the functions of other crew members, particularly in regard to abnormal or emergency procedures; and
  3. be given on a recurrent basis, as determined by the State of the Operator and shall include an assessment of competence.

ICAO recommends that operators conduct assessment of HF training, as such HF assessment will remain in CAO 82.3 and 82.5. The terms of reference for Project OS 09/15 have been amended to reflect this.

Project Objective

Various strategies for addressing industry concerns regarding the overly prescriptive nature of the assessment of Human Factors (HF) training and timing of the conduct HF training in the aviation industry have been identified and are now recommended.

  1. Amendment of CAAP SMS-3 to provide more flexibility for assessment of Human Factors (HF) training
  2. Issuance by CASA of an Instrument to provide more time for Industry to conduct Human Factors training and assessment

Status

The amended Terms of Reference were approved by Grant Mazowita, A/g EM Standards Development and Future Technology on 12 February 2010.
