Project cancelled 25/10/13. The objectives for this project are best addressed via an amendment to the Civil Aviation Regulations 1988 (CAR). CASA will make the necessary CAR amendments at the next available drafting opportunity.

Issue

There are five (5) CASA Instruments that provide legal effect for various CASA Airworthiness policies for aircraft that are not covered by Part 42 of CASR 1998.

In order to more permanently legislate the policy intent and reduce the number of source documents, CASA intends to amend CAO 100.5 - General requirements in respect of maintenance of Australian aircraft with the legislation contained in the following Instruments:

  • CASA 482/07 - Direction - information entered on maintenance release
  • CASA 147/11 - Appointment of authorised persons to issue maintenance releases
  • CASA 148/11 - Appointment of authorised persons to endorse or cancel endorsements on maintenance releases
  • CASA 149/11 - Authorisation - pilot of Class B aircraft with optional dual controls and
  • CASA 153/11 - Authorisation - pilot maintenance on Eurocopter

Project objective

The objectives of this project are to amend CAO 100.5 so that the Order covers:

  • Information that must be entered on a maintenance release before it is issued in respect of Australian aircraft
  • The appointment of authorised persons to issue maintenance releases
  • The appointment of authorised person to endorse or cancel maintenance releases
  • The pilot of Class B aircraft carrying out maintenance comprising of the removal or installation of optional dual controls (ODC) for the aircraft , for transitioning the aircraft from single to dual, or dual to single pilot operations, subject to specific conditions and initial and recurrent training requirements
  • Pilot of Class B aircraft to carry out maintenance in the form of the daily operating checks listed for the pilot in the aircraft manufacturer's flight manual, subject to specific conditions and recurrent training requirements.
