Part 145 Manual of Standards Amendment Instrument 2012 (No. 1) was signed by the Acting Director on 4 April 2012.

Issue

From operational experience, CASA has identified an opportunity to further clarify the MOS for Part 145 of the CASRs 1998. Editorial and typographical errors will also be made. Specifically:

  • 145.A.30 (k) - needs to include the ability for an AMO to authorise individuals for the performance of Maintenance Certification and issue of CRS for aircraft maintenance in locations outside Australian Territory, who hold A & P approvals that constitute a licence that lists airframes and powerplants and aircraft systems or components under broad categories as described by ICAO in subparagraph 4.2.2.2 (a) Annex 1- Personnel Licensing
  • 145.A.30 (k) - requires clarification about authorisations to perform maintenance certifications for aircraft maintenance other than Specialist Maintenance - the intent of paragraph 145.A.30 (k) was not to prevent authorisation of individuals for Specialist Maintenance in accordance with 145.A.30 (f)
  • 145.A.30 (g) - include subparagraph to include a requirement for a "register of certifying employees", to be consistent with other MOS provisions
  • 145.A.30 (g) (3) - clarify that employees to be authorised for this purpose must be qualified in accordance with 145.A.30(f) - to be consistent with other MOS provisions
  • 145.A.30 (h) (3) - clarify that employees to be authorised for this purpose must be qualified in accordance with 145.A.30(f) - for consistency
  • 145.A.30 (i) (2) - clarify that employees to be authorised for this purpose must be qualified in accordance with 145.A.30 (f) - for consistency
  • 145.A.37 (a) requires updating of referencing protocols
  • Appendix 1 of the MOS Part 145 - Paragraph numbering shows two paragraph 10's

Project objective

The objective of the project is to make the corrections required to remove errors and/or ambiguities to the affected MOS documents.
