A review to consider the expansion of application of the CASR 1998 to cover general aviation and aerial work will commence in 2012. CAO 100.16 policy and application will now be re- considered in conjunction with that review.

Issue

CAO 100.16 (Administration and procedure - distribution and rejection of aircraft components and aircraft materials) applies to holders of a CAR30 certificate of approval (CofA) expressly covering distribution of aircraft components and materials (excluding manufacturers). There is a question whether the CAO also applies to a CAR 30 CofA holder engaged in aircraft maintenance who is not a distributor. It was always intended that CAO 100.16 should apply to both kinds of holder.

It is important that there be no question that the CAO 100.16 Appendix 1 list of "appropriate documents" for overseas sourced components and materials (including returned components) on which relevant authorised release certificates (ARCs) are based, applies as much to CAR30 CofA holders engaged in aircraft maintenance, as to holders engaged in distribution.

The majority of CAR30 CofA holders engaged in aircraft maintenance in fact use the CAO 100.16 Appendix 1 list of appropriate documents (and relevant accompanying ARCs) as the basis for accepting or rejecting components.

Nevertheless, it is desirable to remove any question about this which is easily done with a clarifying CAO 100.16 Amendment Order.

Project Objective

The objective of the project is to remove any question about the application of CAO 100.16 Appendix 1 to CAR 30 CofA holders engaged in aircraft maintenance as well as those engaged in distribution. CAAP 42W-1 would be consequentially amended.

Status

This project was approved by Peter Boyd, EM Standards Development & Future Technology Division on 20 August 2010 (Project announcement delayed until the cessation of the Govt Caretaker period).
