Since the majority of Australian civilian flight test operations are performed under the auspices of one or more of the subparts of CASR Part 21, CASA has an obligation to provide advice regarding reducing the risks involved, or at least, on conducting such flight test operations in as safe a manner as possible. While various pieces of advice on flight test safety are published in different documents there is currently no specific publication that addresses the subject in detail. The proposed AC will collate and expand on the information provided in other ACs as well as detailing additional guidance with respect to flight test hazard assessment and risk management techniques.


To publish an AC which will provide collated guidance regarding safety procedures, including hazard assessment/risk management, for use during flight testing conducted to satisfy the requirements of CASR Part 21.
