Title

Amendment to CASR 21.303 to allow CASA to issue Australian Parts Manufacturing Approvals (APMA) for parts for an aircraft, aircraft engine or propeller type/model not type certificated in Australia but has a relevant foreign type certificate by the NAA of a recognised country.

Issue

Under CASR 21.303, CASA can only issue an APMA for a type certificated (TC) aircraft, aircraft engine or propeller. In CASR 21.303, a type certificated aircraft, aircraft engine or propeller means an aircraft, aircraft engine or propeller that has a CASA-issued TC or Type Acceptance Certificate (TAC). Therefore, under the current regulations CASA cannot issue an APMA for an aircraft, aircraft engine or propeller type/model for which CASA has not issued a TC or TAC.

Project Objective

To amend CASR 21.303(1) to provide CASA with a provision to issue APMA for aircraft, aircraft engine or propeller type/model type certificate not type certified in Australia but type certificated by the NAA of a recognised country. This provision will provide the Australian aviation manufacturing industry with the opportunity to fully exploit the benefits of acceptance of AMPA parts under the Bilateral Agreements with other national aviation authorities for export purposes.
