As part of project AS 11/15 - Review of Manual of Standards Part 139 - Aerodromes, Chapter 6 Section 2 - Runway Widths and Review of CAR 235A Instrument - Instructions - minimum runway width for aeroplanes, CASA has made a decision to remove Chapter 13 of Part 139 Manual of Standards (MOS), as the standards were directed at aeroplane operators and not aerodrome operators.

The objectives of AS 11/15 includes the following:

  • Remove Chapter 13 MOS and all reference to it and align the AIP with the applicable changes made to Part 139.
  • Amend applicable sections of CAO 82.0 to reflect changes made to CAR 235A.
  • Promulgate a CAAP detailing the recommended requirements for aerodrome and landing areas (this will include floatplane alighting areas) which will be referenced by operators and pilots of aeroplanes with a maximum take-off weight less than or equal to 5700kgs.

Proposed CASR Part 135 rule regarding aerodrome standards will be amended to reflect the recommended procedures in the proposed guidance material.

Issue

Currently there are a significant number of air charter float planes operations conducted around Australia that undertake scenic air transport passenger flights. In the future, these operators will be regulated under CASR Part 135 - Australian Air Transport Operations - Small Aeroplanes.

CASR Part 139 and Chapter 13 of Manual of Standards (MOS) 139 contains the minimum aerodrome standards for Part 135 operators, however, the MOS does not contain any aerodrome standards for float plane operations. The Part 135 regulation will require operators to take-off and land only from aerodromes that meet the standards of an aerodrome detailed in Part 139 MOS Chapter 13. CASR Part 139 requires amendment in order to raise the standard of water aerodromes for float plane operators of future Part 135 air transport operations.

Project Objective

The objective of the project is to amend CASR Part 139 and the associated MOS Chapter 13 to include relevant parts of

CAAP 92-1(1) Guidelines for aeroplane landing area as the minimum standard for water aerodromes for Part 135 floatplane operations and to review any overseas criteria with the intention of including any additional standards into the CASRs.

Status

This project was approved by Peter Boyd, Executive Manager Standards Division on 31 May 2012.
