Background

At present, little guidance material is available to the aviation industry on competency based training (CBT) and assessment. CASR Part 61 regulations will require flight training organisations to adopt CBT and assessment systems.

This CAAP will provide guidance and educational material to assist in the implementation of a CBT and assessment system by flight training organisations, and to achieve compliance with Part 61 regulations.

Training deficiencies caused by flight training organisations not effectively planning and using CBT and assessment systems is a possible safety risk. This will be a compliance issue under Part 61. The risk is medium, caused by an ineffective training that fails to meet training standards. The consequences will be that optimised flight training will not occur.

Project Objective

Provide guidance and educational material to those involved in managing flight training organisations to ensure the development of compliant and effective training systems.

The current regulations and orders do not specifically address competency based training and assessment nor provide much practical guidance on flight training. No other documents will require amending.

This CAAP will not have any effect on other CASA organisations.
