Part 66 example licences
Converting to a CASR Part 66 licence
Your CASR Part 66 licence will look different from your CAR 31 licence in the way licence privileges are expressed. However, you will not lose the ability to perform any of the maintenance activities covered by your CAR 31 licence and you will not have to re-qualify for any of the activities that you are currently licensed to perform.
Is there a fee for the CASR Part 66 conversion?
There will be no charge for the conversion of CAR 31 licences to CASR Part 66 licences. Applicants seeking new or additional privileges, however, will be subject to normal fees.
What are the main differences?
The new CASR 66 licensing regulations replace CAR 31.
The previous CAR 31 licence was predominantly a permission for individuals to perform maintenance. A CASR Part 66 licence is a permission to perform maintenance certifications and issue a Certificate of Release to Service for aircraft maintenance.
In the future, the permission to perform maintenance will be provided by CASR Part 42.
The current “certification of maintenance” under the CAR will be replaced by a “maintenance certification” under the CASR.
The current maintenance release under the CAR will be replaced by a Certificate of Release to Service under the CASR.
CASR Part 66 aircraft maintenance licensing regulation reduces the number of core licence categories from five to two as follows:
- Category B1
- B1.1 – turbine engined aeroplanes
- B1.2 – piston engined aeroplanes
- B1.3 – turbine engined helicopter
- B1.4 – piston engined helicopters
- Category B2
- B2 - aircraft (aeroplanes and helicopters)
Each of the B1 subcategories cover aircraft structure, powerplant, mechanical and electrical systems including replacement of avionic line replaceable units whose correct functioning and serviceability can be demonstrated by use of an operational check, built-in test equipment, or the aircraft’s central maintenance system.
The B2 licence covers avionic, electrical systems and the instrument and electrical subsystems of mechanical, powerplant and structural systems.
B1 and B2 licence holders may supervise others for maintenance certification purposes and require a rating for type-rated aircraft.
