Advisory Circular AC 61-16 v1.0 provides important information regarding advanced stall training.

It responds to the risks associated with advanced stalling training when conducted in aircraft that are not certified for intentional spinning raised in ATSB Aviation safety Investigation number: AO-2017-096 - Collision with terrain involving Diamond DA40, VH-MPM, 42 km west of Southport Aerodrome, Queensland, on 26 September 2017 and subsequent Safety Advisory Notice to industry stakeholders - Is incipient spin training permitted in your aircraft?

The AC clarifies the difference between wing drop at the stall and the incipient phase of a spin and provides background for the interpretation of aircraft flight manual manoeuvre limitations with respect to spinning. It also provides guidance on acceptable methods of training and testing stalls with a wing drop and spin avoidance.

As well it identifies several key messages that are critical for the safe conduct of advanced stalling and spinning exercises:

  • do not induce a spin in aircraft not certified for intentional spinning
  • check aircraft flight manual limitations and any special procedures before conducting any exercise which may result in a spin
  • ensure the aircraft is within centre of gravity limits appropriate for stalling and spinning in the category and type of aircraft being flown
  • do not induce wing drop at the stall for the purposes of spin avoidance training with application of pro-spin rudder
  • spin avoidance training includes the recognition of symptoms associated with slow flight and approach to the stall through to recovery from stall with a wing drop
  • a stall with a wing drop (spin avoidance training) is accepted as an alternative to ‘incipient spin’ where it is mentioned in the Part 61 Manual of Standards (MOS) practical or flight test standards
  • spin avoidance training where a wing may drop at the stall is best achieved through the following scenario-based in-flight situations:
    • approach configuration descending turns (base to final turn)
    • go-around from approach configuration (significant change in trim state during application of power and flap retraction)
    • climbing turns in departure configuration (trim changes during flap retraction and turns)
    • engine failure after take-off (potential out of trim condition)
    • turns in slow flight.

In addition to the above the AC clarifies that a flying instructor (who has a spinning flight activity endorsement) may conduct spin avoidance training in which a spin is not intentionally induced.
