What is safety management and safety management systems?
What is safety management?
Safety management is managing business activities and applying principles, framework, processes to help prevent accidents, injuries and to minimise other risk.
What is a safety management system (SMS)?
A safety management system is a systematic approach to managing safety, including organisational structures, accountabilities, policies and procedures. An SMS is scalable so it can be tailored to the size and complexity of your organisation.
Components and elements
The universally accepted framework for SMS includes four main components and twelve elements, representing the minimum requirements for an SMS. CASA’s SMS includes an additional three elements: the SMS implementation plan, third party interface (contractors and service providers) and internal safety investigation.
- Safety policy and objectives
- Management commitment and responsibility
- Safety accountabilities
- Appointment of key safety personnel
- SMS implementation
- Contractors/third party interfaces
- Coordination of emergency response planning
- SMS documentation
- Safety risk management
- Hazard identification
- Risk assessment and mitigation
- Safety assurance
- Safety performance monitoring and measurement
- Internal safety investigation
- The management of change
- Continuous improvement of the SMS
- Safety promotion
- Training and education
- Safety communication
For more details on each element, please see Chapter 5 of the ICAO Safety Management Manual (2.41MB) (ICAO Doc 9859, 3rd ed.)
Setting up your safety management system
You can read our setting up your SMS and our SMS for aviation guide which is a resource kit that will help you prepare and implement your plan. It'll need to include a detailed guide about how you're going to set up your SMS. Your safety management system will grow and improve and will be a living document.
How do I educate my staff?
You and your staff will need safety management system training and to review online resources. It can be useful to collect documents and resources for an SMS library within your organisation.
You can also educate your staff through internal and external safety training and communication. This could include providing SMS information in your organisation’s safety bulletins, newsletters and or through promotional posters or by holding meetings and workshops with external providers.
