Our sport aviation office
Australian sport aviation operates under self-administration. This means that CASA sets the regulations and our sport aviation section works with self-administering organisations to ensure the regulations are applied and enforced.

Meet the team
Zane Tully - Sport Aviation Operations Officer
Zane complements the team with his aviation experience across both GA and recreational aviation. With a background in sport and recreational instruction (three-axis, weightshift and gliding), GA flying (both fixed and rotary wing) and experience with incident/accident investigation, complaint handling and flight training, he is able to provide valuable operational safety and regulatory knowledge to the sector.
Steve Fickling - Sport Aviation Operations Officer
Steve has over 20 years of experience in skydiving operations. This experience included safety roles for the Australian Parachute Federation (APF) and as a Director on the APF Board. Having flying experience with GA, recreational aircraft, gliding, paragliding and also working within the aviation industry in auditing and safety roles gives him a broad understanding of aviation from both sport and industry viewpoints. Steve has developed additional industry knowledge by being involved in the assessment of numerous air displays while working within the sport team.
Steve Manton - Sport Aviation Senior Regulatory Services Technical Officer
Since Steve’s first solo back in 1976, he has been involved in the aviation industry as a Grade 1 Flight Instructor and Senior Commercial ME (A) Instrument rated Charter Pilot. With experience in GA, RPT Operations, the Air Training Corp and with just over 14 years’ experience as an officer with CASA, Steve brings both administrative and technical support to the team.
Raymond Hudson - Sport Aviation Safety Assurance Officer
Raymond complements the team with his aviation experience across RPT, GA and recreational aviation. With his background in GA, recreational flying and working in the airline industry in flight operations technical and safety roles as well as being a CASA approved weight control authority, he is able to provide safety management system support and advice to industry and the rest of the team.
Andrew Winkworth - Sport Aviation Technical Officer
Andrew brings technical expertise to the sport team by way of extensive aeronautical engineering experience across a variety of aircraft platforms including military, GA, transport and rotary wing. He has a keen interest in amateur built and experimental aviation and is in the process of building his own aircraft. With a diverse engineering background, coupled with a long-standing involvement in GA and recreational aviation, Andrew provides comprehensive technical support to the sport aviation team and industry participants alike.
