Cabin safety bulletin 11 - Training and checking personnel

Who does this bulletin apply to?
This bulletin applies to all charter and regular public transport (RPT) operators of Australian registered aircraft and should be read in conjunction with:
- regulation 217 and 253 of the Civil Aviation Regulations (CAR) 1988
- Civil Aviation Order (CAO) 20.11 — Emergency and lifesaving equipment and passenger control in emergencies.
- appendix 2 of:
- CAO 82.1 — Conditions on Air Operators' Certificates authorising charter operations and aerial work operations
- CAO 82.3 — Conditions on Air Operators' Certificates authorising regular public transport operations in other than high capacity aircraft
- CAO 82.5 — Conditions on Air Operators' Certificates authorising regular public transport operations in high capacity aircraft
What is the purpose of this bulletin?
The purpose of this bulletin is to provide guidance on the selection, training and standardisation of training and checking personnel responsible for safety and emergency-procedures training of operating crew and ensuring those crew members are competent to execute their assigned duties and functions.
CAR 217 requires each operator to provide a training and checking organisation to ensure the competency of operating crews. Appendix 2 of CAO 82.1. 82.3 and 82.5 provide further detail on requirements relating to the structure and appointments required within that organisation. Each operator must appoint a chief pilot or training and checking manager who has responsibility for the management of the training and checking organisation. Additionally, there must be a sufficient number of additional training and checking personnel suitably qualified and experienced to ensure that all training programs, examinations and proficiency checks can be undertaken to the satisfaction of CASA. Depending on the category of operations, those additional personnel may be sourced from an external organisation or be required to be in the full-time employment of the operator.
It is common for the chief pilot (CP) or training and checking manager (TCM) to delegate training and checking functions to other personnel. Regardless of whether they are within the operators' CAR 217 organisation or sourced from another organisation, CASA will review the qualifications and appropriateness of those personnel to ensure compliance with CAR 217 and Part 82 of the CAO.
The International Civil Aviation Organization (ICAO) also recognises the critical role training managers, training program developers, trainers and checkers play in the success of training programs and the development of competent crew members. For this reason, they have provided guidance around establishing qualifications, training programs and an ongoing competency framework for personnel appointed training and checking duties. Qualifications, selection, training and ongoing competency
Training and checking personnel are required to provide accurate and standardised assessments of crew competency. They should possess a good understanding of the learning process and how to positively influence human behaviour, and be appropriately qualified in training, assessing and maintaining crew competencies.
In addition to establishing qualifications for key personnel within the training and checking system, the operator must ensure training and checking personnel are themselves appropriately trained and assessed as competent to conduct the functions they are assigned. The operators training and checking manual should reflect those processes and describe the methods by which ongoing competency in those functions are maintained.
Crew training manager
Where the management of components of an operators' training and checking system is delegated to a training manager (TM), this manager should demonstrate a thorough understanding and knowledge of the administrative and practical responsibilities associated with the position. Clear reporting lines and communication protocols should be evident within the training and checking organisations' structure to the TCM or CP where relevant.
Recommended qualifications should include:
- experience as a crew member
- management skills
- experience in instructional and training skills with formal qualifications
- knowledge of applicable regulations and operator's procedures
- experience in quality assurance programs incorporating audit skills
- knowledge of safety management systems.
The training manager's responsibilities should include:
- assuring a current and approved crew safety training program
- assuring training equipment and facilities meet the required standards
- providing advice into the development of safety and emergency procedures
- providing advice into the development of directives and notices to crew members
- supervising training and checking personnel and ensuring that the appropriate guidance is provided including performance management
- assuming responsibilities delegated by the relevant management
- maintaining crew training records
- liaising with other company departments to ensure crew training objectives are met
- liaising with CASA
- ensuring a process for delegating responsibilities to another qualified individual in his/her absence.
Where a TM is appointed from outside the organisation, there should be a formalised and documented process to indoctrinate the TM into the operator's systems. The TM should have knowledge and understanding of the following:
- structure of the CAR 217 organisation and reporting lines
- duties and responsibilities assigned to the position
- training and checking processes and standards
- internal procedures and administrative processes.
Trainers and checkers
There are distinct roles within a training and checking system that an operator may qualify and assign to different individuals, ie trainer/instructor and checker/examiner. If both roles are assigned to the same individual, there should be a clear distinction in the competencies required to perform the respective duties for each role.
Prior to an organisation authorising the provision of training or checking within their system, each trainer and checker should undergo a selection process designed to assess that the individual's knowledge, capability and competency are suitable for the role. In addition, selection should be based on criteria intended to define a proven capability in the functions to be assigned.
All personnel within a training and checking system must be trained and assessed to conduct their duties within the system. The training syllabus for all roles should be documented in the training and checking manual and should consist of a competency framework including competency units, competency elements and performance criteria.
The competency framework for the trainer role should be based on the following units:
- manage safety of the training environment
- prepare the training environment
- manage and support the trainee
- conduct training
- follow administrative processes
- perform trainee assessment
- perform course evaluation
- continuously improve performance.
The competency framework for the checker role should be based on the following units:
- prepare and manage the safety of the assessment environment
- conduct competency-based assessment in accordance with documented standards and processes
- follow administrative processes
- provide feedback about the assessment process.
CAO 20.11 requires a person conducting proficiency tests to be approved by CASA, however there is no such provision for personnel conducting checks of cabin crew as required by CAR 217. This does not negate the need for operators to ensure that training and checking personnel are appropriately qualified and competent to carry out those checks.
All trainers and checkers should receive refresher training and be reassessed in their role using an internal documented performance management process. This will help ensure consistent and standardised training and assessment outputs within the CAR 217 organisation and the opportunity to recalibrate trainers and checkers if applicable. A rated system to capture performance for data analysis will also support continuous improvement.
Training program development
The responsibility of developing training programs in accordance with the regulations may be specifically allocated within the CAR 217 organisation or incorporated as part of other training and checking roles. Training program developers should demonstrate that they possess the competencies to develop training in accordance with the features of a competency-based approach to training.
The training program developer's responsibilities include:
- designing the training program and defining training objectives
- designing course examinations and practical evaluations
- designing training modules
- determining the training strategy
- selecting training media
- producing competency-based training and assessment materials
- carrying out developmental testing of competency-based training and assessment materials
- improving the training program, based on analysis of different sources of information (e.g. safety audits, trainee feedback and the operator's voluntary occurrence reporting system).
Considering the knowledge and skills required to develop an effective training program, operators should ensure training and checking personnel responsible for this function are adequately trained and assessed as competent. This may be evidenced by recognised formal qualifications.
External training and checking personnel
Operators may source training and checking personnel from outside their CAR 217 organisation in accordance with the applicable provisions of Part 82 of the CAO. Operators must ensure compliance with those provisions which differ depending on the category of operations.
Operators should document the process for managing external training and checking personnel giving consideration to:
- a written agreement between the operator and provider/contract training and checking personnel
- the provider/contract training and checking personnel that are responsible to the CP/TCM for the conduct of training and checking functions
- the operator that assigns the hours and duties to be carried out by contract training and checking personnel
- in the case of high capacity regular public transport operations, the provider organisation doesn't require the contracted training and checking personnel to carry out duties other than those assigned by the operator they are contracted to
- contract training and checking personnel must carry out their duties in accordance with the operators approved/accepted training and checking manual
- the operator must provide contract training and checking personnel with a copy of all relevant operations manuals and associated training and checking documentation
- the operator must ensure that contract training and checking personnel are identified in the document control system and receive any amendments and updated information pertaining to the duties they are assigned
- prior to assigning contract trainers and checkers to their role or nominating them for required approvals, the operator should conduct a formal competency assessment including compliance with documented processes and standards
- in the case of CASA approvals issued to allow a person to conduct crew proficiency tests in accordance with CAO 20.11, the operator must nominate the person under their CAR 217 organisation/AOC. The approval would be provided to the operator identifying the training and checking personnel contracted to the operator, and is not transferable
- all contract trainers and checkers should be reassessed in their role using an internal documented performance management process to ensure ongoing compliance with the operators documented standards and processes, and competency in the role they are contracted to.
