General Aviation self administration
The concept
The idea of self administration within general aviation has been discussed within the aviation industry and CASA in recent years
Any proposal for general aviation self-administration requires careful consideration in the context of the safety obligations of both CASA and the aviation industry. In addition, there are various models which might be developed if a decision is made to go ahead with self administration.
It also must be clear that self administration is not self regulation. CASA would still set the safety regulations and oversee the performance of the any administrative body, but would have a much lower level of involvement in general aviation.
Time for debate
At the Self Administration Summit held in Brisbane on 27 September 2006, there was general industry support for the principle of self administration in GA.
It was agreed that the initiative would be further developed by the industry, with CASA providing support to assist industry members to progress the issue. CASA undertook to convene a follow-up meeting at which issues arising from the Summit could be further considered, and where there could be more specific focus on the issues that need to be addressed as potential self administration models are refined. In particular, there needs to be further consideration of the collective safety obligations of CASA and the industry, should self administration proceed.
GA self administration summit
To further the discussions at the first summit, a second meeting will be held in Canberra on 30 November 2006. We would expect the Canberra meeting to be more in the nature of a ‘working group’ to focus on specific issues, rather than the broader issues of principle discussed in Brisbane.
