A proposal to require AOC Holders to provide information via a biannual survey

Purpose/Objectives

CASA has, in recent years, made several major strategic policy changes. These include:

  • placing a greater emphasis on the safety of passenger-carrying operations, and
  • broadening the definition of safety to include the management of risks rather than merely regulatory compliance.

In order to implement these strategic changes, it is necessary to augment the information available to CASA, including information about the functioning of aviation organisations.

For CASA to shift a greater proportion of its resources to passenger-carrying operations, much more detailed information is required about the level of such activities occurring within particular Air Operator's Certificates (AOCs). At present, while CASA has data about whether an AOC has obtained regulatory permission to carry out Regular Public Transport (RPT) or Charter operations, it will generally not have any data on the quantity and nature of these activities, or the relative importance of these operations to an operator's organisation as a whole.

Although CASA has broad regulatory powers to seek information, this change to the Civil Aviation Orders (CAOs) seeks to clarify the manner, format and type of information which may be sought from AOC holders.
