DPs are issued to invite initial comments from the public and the aviation community on aviation rule concepts.

Notices of Proposed Rule Making (NPRMs)

Notices of Proposed Rule Making published since 1997
Notices of Proposed Rule Making are issued by CASA to formally invite the public and the aviation community to comment on aviation rule proposals. After an NPRM's comment period has closed and the responses have been evaluated, CASA usually issues a Notice of Final Rule Making (NFRM) which contains a summary of the responses received and the final rules to be approved by the Minister for Transport & Regional Services and made by the Governor-General. Prior to 1997, CASA issued LIPs (see LIPs above) and ARPs (Aviation Regulatory Proposals) for formal consultation.

Notices of Final Rule Making (NFRMs)

After a Notice of Proposed Rule Making's comment period has closed and the responses have been evaluated, CASA usually issues a Notice of Final Rule Making which contains:

a summary of the responses received
how the proposals in the NPRM were resolved, and
the final rules to be approved by the Minister for Transport & Regional Services for making by the Governor-General.

Regulatory Impact Statements (RISs)

Regulatory Impact Statements published since 1998
Regulation Impact Statements (RIS) are prepared for all reviews of existing regulation and proposed new or amended regulation which will either directly affect business, have a significant indirect effect on business, or restrict competition.

Draft Advisory Circulars (ACs)

Draft ACs published since 2000
ACs are advisory material to support the Civil Aviation Safety Regulations (CASRs). Draft ACs may be published in an annex to an NPRM, or as standalone consultation documents.

Draft Civil Aviation Advisory Publications (CAAPs)

Draft CAAPs published since 2006
CAAPs are advisory material to support the Civil Aviation Regulations (CARs). Draft CAAPs are usually published as standalone consultation documents.

Draft Civil Aviation Orders (CAOs)

Draft CAOs published since 2006
CAOs are rules to support the Civil Aviation Regulations (CARs). A draft CAO is usually published in association with an NPRM and may be accompanied by an explanatory statement.

Notices of Proposed Change (NPCs) to a MOS

Notices of Proposed Change published since 2003
When amendments to a Manual of Standards are proposed, CASA issues a Notice of Proposed Change.

Notices of Final Change (NFCs) to a MOS

Notices of Final Change published since 2004
When amendments to a Manual of Standards are proposed, CASA issues a Notice of Proposed Change (NPC) to formally invite the public and the aviation community to comment. After an NPC's comment period has closed and the responses have been evaluated, CASA usually issues a Notice of Final Change which contains a summary of the responses received and the final MOS changes to be approved by CASA's Chief Executive Officer.

Summaries of Responses (SORs)

Standalone SORs published since 1998
An SOR is usually issued by CASA after the responses to a DP or NPRM have been evaluated. For summaries of responses contained within other documents, please see:

Newsletters

Newsletters covering rulechanges and regulatory reform since 1996
These include Reporting Points, Aiming Higher, RFP Update and RRP Update.

Legislative Instrument Proposals (LIPs) and Aviation Regulatory Proposals (ARPs)

Aviation Regulatory Proposals and Legislative Instrument Proposals were the equvalents of NPRMs. ARPs were published up to July 1995, LIPs were replaced by NPRMs in 1997. Only three of these files have been published on the web site
