Identification and Certifying Documents

When applying for an ASIC (whether an application for an initial issue or a renewal) you must supply certified copies of the following identification documents:

one primary identification document;
AND either:
one secondary identification document;
OR
Two tertiary identification documents;

The person who certifies your identification documents must either;

be a person who is entitled to witness a Commonwealth of Australia Statutory Declaration; or
be a CASA delegate or employee; or
be a CASA appointed Designated Aviation Medical Examiner or Designated Aviation Ophthalmologist; and

must complete the Declaration on the appropriate section of the form, and certify the back of one photo as being a true likeness of the applicant.

Following is a description of the identification documents that meet the primary, secondary and tertiary identification requirements. Note that all identification documents must be properly certified by an approved person

Primary Identification

Current passport
A document issued under a law of another country that is evidence under that law that he / she is a citizen of that country
Full birth certificate or
Australian Citizenship certificate

Secondary Identification

*Note – references to documents issued by the Commonwealth refer to the Commonwealth of Australia

A licence, which includes a recent photo or signature of the applicant, issued to the applicant under a law of the *Commonwealth or a State or Territory of Australia (e.g. drivers licence)
A government employee identification document issued by the Commonwealth of Australia or an Australian State or Territory, which includes a recent photo or signature of the applicant
An Australian student identification document issued by a tertiary institution, which includes a recent photo or signature of the applicant
A verifiable reference (see below for more detail)
A Flight Crew Licence issued by an ICAO contracting state other than Australia which includes a photo of the applicant (only acceptable if accompanied by the applicant’s passport as primary ID)

A Verifiable Reference can be written by:

A bank or financial institution
Somebody whose identity has been verified by means of;
- 2 primary identification documents; or
- 1 primary and 1 secondary identification document; or
- 1 primary and 2 tertiary identification document
A referee acceptable to CASA

And must:

Identify the applicant by name; and
Certify that the person who has signed the reference has known the applicant by their name for more than 12 months; and
Be signed by both the applicant and referee.

Tertiary Identification (must include the name and address of the applicant)

a signed statement by the applicants employer or former employer about that employment; or
a copy of a record issued under law about land titles that has been certified by a Registrar of Titles or similar officer; or
a document issued by a rating authority from its records about land ownership or occupation; or
a document issued by a bank or similar financial institution from its records about a mortgage or other security that he or she gave to the bank or instition; or
an extract from the electoral roll compiled by the Australia Electoral Commission; or
a record issued under law in force in Australia other than a law about land titles; or
a driver’s licence issued under the laws of another country which includes a photo of the applicant (only acceptable if accompanied by the applicant’s passport as primary ID)

The identification requirements can be found in part 6.04 of the Aviation Transport Security Regulations 2005.

Certifying documents

When certifying a proof of identification document use the following words:

“This is a true copy of the original document, sighted by me [name], [signature], [date], [qualification you have to certify documents – e.g. JP],[Qualification Number – e.g. JP ID].”

Only persons who are entitled to witness a Commonwealth of Australia Statutory Declaration, or who are persons acceptable to CASA, may certify documents. Please see the full list of acceptable people for the purposes of certifying documents.

Authentication of certain foreign documents

CASA may require an applicant to have the authenticity of a proof of identification document authenticated by the government that issued the document.

Translation of foreign documents

All documents must be in English or accompanied by an official English translation.

A registered translator must compile the translation. You should ask the Australian Embassy, High Commission or Consulate in the country where the translation is to be made if you need details of translators. If the translation is to be made in Australia, contact the Australian National Accreditation Authority for Translators and Interpreters (NAATI).

Do I need to submit new photos?

Yes – the photo on your new ASIC must be less than 6 months old at the time of issue; this means you will be required to submit new passport photos as instructed on the application form (please ensure the photos are secured to the page with sticky tape).

The photos must be certified by the person who makes the declaration – there is a list of acceptable people on CASA's website and on the information sheet (the list includes Justice of the Peace, CASA Delegate and anyone who can witness a Commonwealth of Australia Statutory Declaration).
