Background

The issue is lack of standardisation with flight instructor training, in part caused by little guidance material available.

Legislative change is not required.

It is a safety issue due to non standardisation in flight instructor training which could result in reduced training standards. There is a deficiency in the guidance material available to flight training organisations permitted to conduct flight instructor training. It is a regulatory and compliance issue and of medium risk. No action will result in the status quo: significant variations in the standard of flight instructor training.

Project Objective

The objective of the CAAP is to provide comprehensive guidance to flight training organisations permitted to conduct flight instructor training on the final standards that a flight instructor must achieve, suggest training plans, and a systematic approach to flight instructor training.

There is little regulatory policy available. Most schools refer to the appendices to CAO 40.1.7 and 40.3.7 but comprehensive guidance is scant. No other documents should require amendment and the SCC should be advised of the purpose of the CAAP.
