Where the new regulations (CASRs) have different requirements from the corresponding repealed provisions (CARs 1988/CAOs) it is necessary to make regulations that say how the transition from the old requirements to the new requirements are to be made.

In addition, it is also appropriate and convenient to 'save' the applications and instruments instead of letting them expire when the repeal of the supporting regulations and orders take effect. Therefore, regulations must be included in the repealing regulations to continue the instruments in force (indefinitely, or for a time) while preserving the regulatory power to amend, suspend or cancel the instruments where that is appropriate.
