CASR Part 174 – Aviation meteorological services
CASR Part 174 will contain the regulatory requirements and standards for any organisation providing aviation meteorological services in support of air navigation or air traffic services within Australia and its territories.
Presently, aviation meteorological services in Australia and its territories are provided exclusively by the Bureau of Meteorology (BOM) under the statutory responsibilities of the Meteorology Act 1955. While the BOM fully complies with the ICAO Annex 3 standards and recommended practices, there are no regulatory standards applicable to the services provided by the BOM. The proposed Part 174 will establish regulatory standards applicable to the BOM and any other prospective aviation meteorological service providers.
There are no existing Australian regulatory requirements for aviation meteorological service provision. The Part 174 standards, when complete, will apply to any organisation proposing to provide aviation meteorological services within Australia or its territories. However, there is presently no proposal to alter the status of the BOM as the sole provider of aviation meteorological services any such action would not be a matter for CASA.

- Prospective aviation meteorological organisations;

- Airline pilots; and
- General aviation operators and pilots as users of aviation meteorological services.
Key proposals
- Part 174 standards to be based on, and to schedule, the requirements of Annex 3 'Meteorological Service for International Air Navigation' to the Convention on International Civil Aviation (ICAO Annex 3 is identical with the standards of the World Meteorological Organisation (WMO) for aviation meteorological services);
- Providers of defined meteorological services to be certificated by CASA against the Part 174 standards;
- Aviation meteorological services that will become subject to the Part 174 regulatory requirements are:
- the meteorological forecast, watch and warning service (TAF, ARFOR, TTF, SIGMET, AIRMET, etc);
- the meteorological observation and reporting service (routine and special aerodrome reports, METAR and SPECI);
- the meteorological briefing service (meteorological information used by aircrew for pre-flight planning and/or in-flight re-planning, and use by flight crew before departure and in-flight),
- the meteorological information dissemination service (dissemination of forecasts and reports and hazard warnings to users and ATC);
- aeronautical climatological information service (for aviation planning purposes); and
- the meteorological information service for air traffic services, search and rescue services, and aeronautical information services.
