Current rule
CASR Part 172 – Air traffic services providers
CASR Part 172 is a new Part which has been developed to specify the regulatory framework for the approval of air traffic services providers. It includes standards for air traffic facilities, safety management and the provision of air traffic services.
Who Part 172 affects
- Airservices Australia;
- Aerodrome operators;
- The aviation community;
- Department of Defence, if it chooses to certify its air traffic control operations under Part 172. (However, Defence does not require approval for the provision of services to civil aircraft as it operates under its own Act.)
Key proposals
Requirements introduced prescribe how an entity becomes an Air Traffic Service (ATS) provider, including:
- The functions of ATS providers;
- Who can provide these services;
- What is required to accompany an application for an ATS Provider's Certificate;
- The content of an ATS Provider's Certificate;
- The requirements and standards for compliance, including:
- the Operations Manual;
- aircraft separation;
- the provider's organisation, facilities, equipment, personnel and check and training system, interface arrangements, safety management system and records; and
- discontinuance of the service.
