CASR Part 149 – Recreational aviation administration organisations

CASR Part 149 will specify the requirements for the certification and operation of the aviation administration organisations applicable to the administration of sport and recreational aircraft activities. Currently there is no certification process and no standards have been set. This Part will allow existing organisations to continue to administer their own activities provided they meet, and continue to meet, the prescribed standards.

Who Part 149 affects

  • Individuals/organisations involved in sports aviation administration.

Key proposals

Recreational aviation administration organisations to be approved to administer the regulatory authorisations for the following aviation activities:

  • The issue of the certificate of registration for aircraft over 70kg empty weight;
  • The issue of airworthiness certificates (where applicable);
  • The issue of pilot qualifications;
  • The issue of maintainer qualifications;
  • The approval of associated flying training and maintenance training facilities;
  • Surveillance activities of members of the organisations; and
  • Enforcement action where members are in breach of the regulations.
