CASR Part 147 – Maintenance training organisations

CASR Part 147 is equivalent to the EASA Part 147 and provides for:

  • Appropriate consideration of nationally-endorsed Registered Training Organisations;
  • Training to meet Part 66 outcomes for initial licence issue and type training;
  • Part 147 organisations to also undertake other maintenance training not leading to a Part 66 licence outcome;
  • Training required under Part 145 or Part 42 not automatically needing a Part 147 certification;
  • A provision to establish an appropriate relationship with a maintenance organisation to assist with practical training;
  • Provision of recognition of prior learning (RPL) and recognition of current competency (RCC) will be undertaken by approved organisations; and
  • An organisational approval based on assessment of the organisation’s exposition.

Who Part 147 affects

  • Current CAR 30 (maintenance training) approval holders;
  • Current and prospective maintenance organisations;
  • Current and prospective maintenance training organisations;
  • LAMES; and
  • Holder's of Maintenance Authorities.

Key proposals

  • National competency-based training system to be introduced for all workshop or aircraft maintenance personnel.
  • All maintenance personnel training to be carried out by an approved training organisation under a CASR Part 147 certificate.;
  • Part 147 organisations to be approved for technical training, examination and competency assessment; CASA will then be able to accept graduation certificates and diplomas in lieu of completing existing CASA theory examinations.
  • ANTA national competency training standards to be included in Part 147 training methodologies; this will enable civil qualifications to be issued to maintenance personnel to meet Australia's Vocational Education Training levels (certificates and diplomas).
  • State-approved educational establishments applying for Part 147 approval will be enable CASA to combine its auditing responsibility with the State audit system.
  • Recognition of Prior Learning (RPL) principles to be adopted within a Part 147 organisation to facilitate current personnel into the new aviation personnel training standards to obtain civil recognised qualifications.
  • Current CASA "Schedule of Experience" (SOE) system, which provides evidence of a candidate's practical experience, to be replaced by an industry developed "Journal of Industrial Experience" to be used as part of the ANTA competency assessment process.
  • Current Practical Consolidation Training (PCT) system, in which practical experience is encapsulated in specific training courses, to be incorporated into all AME specific courses as an alternative to the current specific type aircraft SOE.
