CASR Part 143 – Air traffic services training providers

CASR Part 143 has been developed to detail the certification requirements to become approved as an air traffic controller training organisation and to facilitate the entry of new training providers into the market. It includes operating rules under which an ATS training provider:

  • conducts training for ATS personnel;
  • examines ATS personnel;
  • conducts competency assessments of ATS personnel; and
  • grants education qualifications.

There were no previous regulations as Airservices Australia was the sole Australian training provider.

Training providers under Part 143 will need to be recognised under the Australian qualifications framework, that is, they must be accredited by the Australian National Training Authority (ANTA) and registered as a 'Registered Training Organisation'.

Who Part 143 affects

  • Prospective service providers;
  • Airservices Australia;
  • ANTA; and
  • Aerodrome operators
  • Department of Defence, if it chooses to certify its air traffic control training under Part 143. (However, Defence does not require approval for the provision of air traffic control training as it operates under its own Act.)

Key proposals

  • ATS training providers to be certified
    • Certification will be based on competency based training modules;
    • Certification of a training organisation will require presentation by the organisation of an exposition and a valid `Registered Training Organisation' certificate. This material will then be assessed and if deemed satisfactory, a certificate will be granted;
  • Training providers to be audited.
