CASR Part 105 – Sport and recreational parachuting from an aircraft - certification and operations
CASR Part 105 will consolidate the rules for sport parachuting from an aircraft, including maintenance and certification of personnel, emergency parachutes, parachute maintenance personnel standards, aircraft operating rules that are additional to the rules of Part 91 or 103 as applicable, and the conduct of parachute descents.
Currently, Civil Aviation Regulation (CAR) 152 requires that a parachute descent must only be made in accordance with the written specification of CASA. The earlier specifications of the 29.1 series of Civil Aviation Orders have been repealed, as they have been replaced by specifications directed to the administering organisations.
The rules relating to organisations that administer sport aviation (including sport parachuting) will be set out in CASR Part 149. The authorised organisations will be listed in a Schedule to Part 149.
Who Part 105 affects
- Individuals/organisations involved in sport parachuting operations and maintenance;
- Aircraft operators; and
- Other users of common airspace.
Key proposals
- Part 105 will only specify those matters that require the force of law. For those items not expressed in the law, Part 105 will require compliance with the rules of an administering organisation approved and scheduled under Part 149.
- Rules which are additional to the general rules contained in Part 91 or Part 103 and only apply to aircraft used in parachuting operations will be contained in this Part.
- The Part will incorporate in its maintenance subpart standards for the maintenance of parachutes, including reference to maintenance personnel standards, in order to spell out CASA requirements more clearly than at present.
- Aircraft operations involving sporting and recreational parachuting will be classified as General Aviation operations.
