Current rule
CASR Part 67 – Medical
CASR Part 67 was developed to consolidate and replace the rules that related to medical certifications contained mainly in the Civil Aviation Regulations (CARs) 1988 (Part 6, 5.04) with sporadic reference in other Parts of the CARs, and in out-of-date administrative procedures relating to medical assessments that were detailed in supporting documents such as the Designated Aviation Medical Examiner (DAME) Handbook. Those rules did not accord with contemporary and international best practice.
Who Part 67 affects
- Individuals applying for medical certificates;
- Holders of existing medical certificates;
- Employers;
- Legal representatives; and
- Medical and other health professionals who assess or report on applicants' ability to meet required medical standards.
Key proposals
- Procedures formalised for the appointment of and removal of Designated Aviation Medical Examiners (DAMEs) and Designated Aviation Ophthalmologists (DAOs);
- DAMEs and DAOs to undergo initial and continuing professional education in Aviation Medicine;
- Indefinite terms such as 'medical condition' replaced with terms such as 'medically significant condition' and 'physical condition or limitations';
- Indemnification to be provided to other health care professionals who provide medical information to CASA;
- Provisions to allow CASA to direct an applicant to grant access to relevant records held by a third party or undergo medical test or examination;
- Standards for applicants with a history of syphilis to be clarified;
- Requirements for applicants with (potentially) medically significant conditions to be clarified; DAMEs to be required to inform CASA of the existence of such conditions;
- Standards relating to 'freedom from the effects of problematic use of substances' to be aligned with ICAO;
- Current mechanisms requiring medical certificate holders to determine their fitness (or unfitness) for medical certification to be extended;
- Existing appeal mechanisms to be formalised for applicants who are dissatisfied with any decision taken by CASA concerning their medical certification;
- Special Medical Certificates to be abolished and replaced with conditional medical certificates.
