CASR Part 64 – Ground authorisations

CASR Part 64 will prescribe the requirements for the licensing of ground operations personnel including the privileges, limitations and conditions on such provisions.

CASR Part 64 captures and combines relevant material currently contained in Part 8 of the 1988 Civil Aviation Regulations (CARs) and Civil Aviation Advisory Publications (CAAPs) that relate to the requirements for licensing of ground operations personnel.

The aim is to create licensing standards that both conform to ICAO Annex 1 requirements and best international practice, but provide more flexible and streamlined arrangements without compromising safety.

Who Part 64 affects

Persons affected by this Part will be:

  • those who do not hold a pilot licence but need to operate aircraft radios on the ground;
  • those who taxi aircraft for maintenance purposes; and
  • operators of unmanned aircraft.

Key proposals

Part 64 is designed to consolidate the existing rules governing the licensing of ground operations personnel into the CASR style and format. In effect, it represents a housekeeping exercise with no changes to existing arrangements proposed. There will be a new category for operators of unmanned aircraft.
