Provide for pilots to carry out data-base updates in certain GPS computers

Purpose/Objectives

In April 2001, CASA first issued Airworthiness Bulletin 34-1 titled GPS navigation data base maintenance. The bulletin provided advice on requirements to update the data base in certain GPS receivers and stated that the update of the GPS data base is a maintenance task. However, the bulletin also advised that updating of certain other GPS receiver data bases was possible without special approval or authorisation from CASA, as those GPS receivers could be updated by a pilot who was appropriately trained and endorsed.

In January 2005, it was identified that the task of upgrading the data base (in AWB 34-1) was considered to be a maintenance task. However, there appears to be a lack of regulatory certainty to allow a pilot to carry out and sign for the task.

GPS data update technology has developed to the extent that the task can be undertaken by appropriately trained and endorsed pilots for certain GPS receivers without adverse safety implications. This project sets out to amend Schedule 8 of CAR 1988 to enable an appropriately trained and endorsed pilot — using procedures not requiring the use of any tools or equipment — to update the GPS computer data base utilising data supplied by an approved supplier. This will restrict the task to class B aircraft.

Rules affected

Existing Schedule 8 to CAR 1988 for the maintenance that may be carried out on a Class B aircraft by a pilot entitled to do so under subregulation 42ZC (4).
