New CAAP 5.59 -1(0) Teaching and Assessing Single-Pilot Human Factors and Threat and Error Management

Background

Civil Aviation Regulation (CAR) 5.59 specifies that CASA may prepare and publish syllabuses of training for nominated licenses, rating and endorsements. CASA has produced syllabuses for aeroplane and helicopter licences that contain human factors (HF) and threat and error management (TEM) standards.

There is little practical guidance about teaching and assessing HF and TEM during single pilot operations. Most published guidance material addresses multi crew operations and crew resource management (CRM) training.

Purpose/Objectives

From 1 March 2008, the Day VFR Syllabus for aeroplanes and helicopters requires that students, private and commercial pilots must be trained and assessed in HF and TEM. These items will be assessed in flight tests starting 1 July 2009.

Flight Training Organisations will need to develop training and implementation plans to address HF and TEM training and assessment. A CAAP will provide guidance on practical training and assessment of human factor skills and threat and error management for pilots undertaking student, private and commercial pilot licensing training.
