Future Mandate for Automatic Dependent Surveillance - Broadcast (ADS-B) Avionics in Australia
Purpose/Objectives
The Australian Strategic Air Traffic (ASTRA) Management Group, is Australia’s whole-of-industry ATM planning body. ASTRA’s membership includes Airservices Australia, DOTARS, Defence, Qantas, Virgin Blue, AAA, RAAA, GAPAN, AOPA and CASA. One of ASTRA’s main roles is to produce the Australian ATM Strategic Plan through the collaborative efforts of its member organisations.
ASTRA has requested that CASA initiate a project to mandate ADS-B avionics in support of the strategic plan. Specifically, the plan calls for the retention of terminal radars for the foreseeable future but the replacement of enroute radars with ADS-B ground stations in 2009, the end of the network’s service life. Mandated ADS-B would be required to ensure an equal or better level of ATS enroute surveillance capability than that currently provided by mandates for Mode A/C transponders.
In accordance with CASA's statutory function to ensure the safety of air navigation, this project sets out to:
- achieve improved ATM system safety and associated economic benefits for all airspace users through the facilitation of ADS-B services in Australia; and
- develop clear, simple and practical standards for the carriage and use of ADS-B avionics.
