Get ready for new aircraft registration system

Australia’s aircraft registration holders are being urged to start getting ready for the move to new aircraft registration rules.

From November this year more than 12,000 aircraft must be transferred progressively to the new registration system under Civil Aviation Safety Regulations Part 47.

CASA will operate a 12 month transition period from 15 November 2004 for the start of Part 47.

During this period CASA staff will help aircraft registration holders with the transfer process, including assisting with paperwork.

Full details of the move to the new registration system have been published on CASA’s website following the formal ‘making’ of Part 47 this month.

The website information includes a summary of the changes to the registration system, how the transition process will work, a timetable for transition and a history of the development of Part 47.

Current registration holders can also check the details held on their aircraft and advise CASA of any amendments.

Under the new registration system the aircraft’s owner becomes the registration holder, responsible for the certificate of registration.

The registered operator is the person or organisation responsible for the aircraft’s maintenance and continuing airworthiness.

It is made clear that the certificate of registration is not conclusive evidence of legal title to the aircraft.

Other features of the new registration system include:

  • Simplified transfer of ownership
  • Streamlined paperwork processes
  • Optional lodgement of initial registration by telephone
  • Reintroduction of aircraft dealer ‘trade plates’.
