Countdown to new aircraft flight manuals

Aircraft registration holders are being reminded the moratorium on the new aircraft flight manual system is counting down.

The moratorium on action against people who have failed to adopt the new flight manual system will end on 31 January 2003.

That means there are only 100 days left for aircraft registration holders to make the move to the simpler, less red-tape system.

The new flight manual system came into effect on 16 August this year, with CASA granting a six month moratorium on compliance action.

CASA is offering the moratorium as some people were finding it difficult to get flight manuals from aircraft manufacturers.

For a range of aircraft the registration holder must obtain a copy of the manufacturer's flight manual and subscribe to the amendment service.

In the case of more than 270 aircraft models, no flight manual is needed because the aircraft were approved to a design standard which did not require the document. Information is given to pilots by placards in the aircraft.

CASA will no longer supply unique Australian flight manuals or provide amendments to those manuals.

The responsibility for obtaining and maintaining flight manuals lies with the registration holder, or a person or organisation contracted to meet this requirement.

CASA's Director of Aviation Safety, Mick Toller, says aircraft owners must understand that the new flight manual system is already in place.

“The new rules are on the books –- CASA is only providing a period of grace to ensure a smooth transition,” Mr Toller says.

If appropriate we will consider compliance action against people who fail to meet the 31 January 2003 new flight manual system deadline.”
