Part 92 (Dangerous Goods) Post-Implementation Review

A Part 92 (Dangerous Goods) Post-Implementation Review meeting will take place at the Hellenic Club, Woden on 14 August 2008, commencing at 13:30. The purpose of the meeting is to:

  • develop a DG issues register;
  • to identify where Part 92 causes confusion and needs to be re-worked;
  • to explore where sub-part 92.D needs to be expanded to allow greater operational flexibility; and,
  • to document areas where regulatory oversight is inadequate, excessive or unnecessarily duplicated.

The Part 92 PIR meeting will be preceded by an Australian Dangerous Goods Air Transport Council (ADGAT) meeting. Holding the meetings consecutively will assist in maximising attendance from the aviation dangerous goods industry and generating a comprehensive set of issues to be addressed within the context of the Part 92 PIR.

Submissions sought for draft Australian Explosives Code

The Australian Forum of Explosives Regulators has released the draft Australian Code for the Transport of Explosives by Road and Rail, Third Edition for public comment. The Code has been revised to update the technical provisions and operational content, including the listing of explosives and more closely align with the United Nations classification and labelling system.

Carriage and use of self heating meals on aircraft

CASA urges airlines to exercise caution with passengers carrying self heating meals, known as Meals-Ready-To-Eat (MRE), which have an associated Flameless Ration Heater.

Part 92 Post Implementation Review

Comments are being sought in relation to Part 92. CASA's Aviation Safety Auditor's (Dangerous Goods) have provided some thoughts on how Part 92 can be improved. Input from the freight and dangerous goods industries is also being sought.

A review team involving SCC and industry members is to be formed and will consider any and all comments submitted in respect of Part 92.

Training Requirement

Readers should note that Part 92-120 of Civil Aviation Safety Regulations 1998 requires that shippers of ALL dangerous goods be trained. This includes UN3373 prepared in accordance with Packing Instruction 650, whether or not it is packed with a medium or another substance that is dangerous goods. Training is also required for shippers who ship “exempt” material on or with a medium or substance that is dangerous goods; these include dry-ice, formaldehyde, alcohol etc.
