The Airworthiness Engineering Group is responsible for the overall management, including the policy and process development, for manufacturing, certification, engineering,maintenance and continuing airworthiness. The Branch is also responsible for technical issues in relation to airframes, avionics, propulsion and mechanical systems and new technologies.
The Airworthiness Engineering Group fulfils the requirements and functions of the ICAO Airworthiness Engineering Division (AED), as described by ICAO in Volume 1 (Organisation and Procedures) of ICAO Doc 9760– AN/967: “Airworthiness Manual”, First Edition – 2001.
The Airworthiness Engineering Group is responsible for the following functions:
- Making findings of compliance with Airworthiness design standards;
- Issuing Type Certificates for aircraft, aircraft products or aircraft appliances;
- Issuing Production Certificates, Australian Parts Manufacturing Approvals, Australian Technical Standard Orders and Australian Technical Standard Order Authorisations;
- For Continuing Airworthiness, assessing Service Bulletins and Service Difficulty Reports for possibly unsafe conditions, and issuing Airworthiness Directives and Airworthiness Bulletins to correct unsafe conditions;
- Issuing Supplemental Type Certificates for modifications of an aircraft or aircraft products;
- Delegating to properly qualified persons certain powers to act on CASA’s behalf; and overseeing and auditing those organisations and individuals;
- Overseeing and auditing manufacturers of aircraft; and aircraft products, parts or appliances;
- Publishing acceptable means of compliance and guidance material;
- Acquiring and maintaining, for all relevant specialties, up-to-date knowledge in new technologies, by obtaining and studying the relevant educational materials, and undertaking the necessary training; and
- Providing expert advice and instructions – to CASA and the Australian aviation industry – on airworthiness engineering matters, including new technologies.

- Airframe & Structures – David Villiers
- Provides airframes and structural engineering expertise for CASA and raises and maintains Airworthiness Directives to ensure the safety of Australian aircraft.
- Is the CASA focal point for ageing aircraft issues, cabin safety and crashworthiness.
- Manages the Airworthiness Directive Workflow system.
- New Technologies & Systems – Jim Coyne
- Responsible for the provision of expertise on all aircraft engineering systems.
- Raises and maintains Airworthiness Directives for aircraft systems to ensure the safety of Australian aircraft
- Managing applications associated with new and emerging technologies for CASA.
- Manages all flight test activities.
- Manages the Service Difficulty Reporting system.
- Manufacturing - John Niarchos
- Oversight of manufacturing organisations with production approvals under CASR Part 21
- Oversight of persons issued with Instruments of Authorisation to provide services related to the aviation manufacturing industry.
- Assess applications for new, or changes to existing production approvals under CASR Part 21.
- Issue production approvals under CASR Part 21.
- Providing expert advice and instructions - to CASA and the Australian aviation industry - on aircraft and aircraft parts production matters.
- Certification Policy & Programs – Dinh Nguyen
- Develops policy and standards in relation to certification of aircraft and aeronautical products.
- Provides project management of certification projects.
- Oversight of design approval delegates and design organisations
- Issues design and airworthiness approvals and certificates.
- Maintenance & Continuing Airworthiness
- Responsible for the formulation of policy and setting of maintenance standards.
