Triennial survey to ensure safety and accuracy
From December 2007 aircraft registration holders will be required to confirm their aircraft’s registration details on a triennial basis as required by Regulation 47.050 of the Civil Aviation Safety Regulations 1998.
A letter and survey form will be sent to aircraft owners shortly after their third anniversary of being recorded as the registration holder of an aircraft. The purpose of the survey is to make certain that CASA holds accurate registration records.
Accurate registration details are essential to ensure that the promulgation of airworthiness directives and other safety-critical information is not overlooked, misdirected or delayed.
The survey will ask registration holders to confirm that CASA has the correct aircraft information including details on aircraft ownership, manufacturer, model and serial number, as well as contact details for registration holders and registered operators.
Registration holders then have 28 days after receipt of the survey to respond to advise CASA whether the details are accurate or to provide the correct data.
It is a regulatory requirement for registration holders to reply to the survey.
The survey is quick and easy to complete, and can be returned by mail, fax or email. Register contact details are included in the survey letter.
Regulation 47.050 (Accuracy of information in Register) stipulates:
(1) CASA must give, to an aircraft registration holder, a copy of the information in the Australian Civil Aircraft Register that relates to the holder and the aircraft.
(2) CASA must give the copy of the information within 28 days after:
(a) the end of 3 years after the day on which:
(i) an aircraft is registered; or
(ii) if the aircraft’s certificate of registration is transferred — the certificate is transferred; and
(b) the end of each period of 3 years after that day.
(3) Within 28 days after the day when the registration holder is given the copy of the information, the holder must:
(a) if necessary, correct the information on the copy about the aircraft and the holder; and
(b) return the copy to CASA.
Maximum penalty: 10 penalty units.
(4) An offence against subregulation (3) is an offence of strict liability.
(5) Information given to CASA for subregulation (3) must not be used as evidence of an offence against regulation 47.115.
(6) This regulation is not intended to limit the operation of regulations 47.035 and 47.040.
