Professional Development Program
Every ATO will be required to participate in ongoing professional development and standardisation training. Involvement in the professional development and training will be a condition of an ATO’s instrument of delegation. This condition will shortly be promulgated via an instrument from the CEO of the CASA to applicable ATOs under regulation 7 of the Civil Aviation Regulations 1988.
Delegates who operate solely within a CAR 217 organisation are not required to participate in this program. If, however, you are a CAR 217 delegate and also exercise your ATO delegation outside a CAR 217 organisation, you will be required to participate.
The initial Professional Development Program (PDP) requires that all ATOs participate in a baseline for standardisation training program by 30 June 2009. Each program will be run over two days.
Schedule of programs
The first day will include general material relating to ATO activities (compulsory) and the conduct of GFPT, Private Pilot Licence and Night VFR and Commercial Pilot Licence (Aeroplane and Helicopter) flight tests.
The second day will cover conducting Command Instrument Rating and Flight Instructor Rating (Aeroplane and Helicopter) flight tests.
ATOs who do not hold delegations for CIR or FIR will not be required to attend the second day.
The PDP schedule for the next twelve months is attached to this letter. All ATOs will need to register for the PDP they wish to attend. Each PDP will be limited to 30 participants, so if you have a restriction on when you would be able to attend it would be advisable to register as soon as practicable. Once a PDP is full, you will be allocated to the next available and advised accordingly. Note: If you wish to participate in the Sydney or Albury PDPs in August 2008, please register immediately.
It is your responsibility to ensure that you have a place reserved on a PDP to ensure that you will be able to continue to exercise your delegation after the 30th June 2009. Registrations for each PDP will close 2 weeks prior to the start date indicated on the schedule.

When registering, please provide your name, address, phone number(s), Aeroplane/Helicopter, delegation permissions (GFPT, PPL, CPL, NVFR, CIR, FIR) and the PDP location and PDP date you wish to attend.
You will be need to bring your Pilot Log Book, with certification pages, so that your successful attendance at the program can be recorded, a copy of the current Day VFR Syllabus (aeroplane or helicopter), and Flight Instructor Manual as applicable. Once your registration has been confirmed you will receive a workbook to be completed prior to the program. You must bring the completed workbook and the answer sheet to the program.
The program will commence with registration at 0800 on the first morning with program delivery commencing at 0830 each morning and concluding at 1700. Morning tea, lunch and afternoon tea will be provided. There are no CASA fees associated with this program.
