Improvements to FORM 214
Ease of use for Certification of Aircraft Endorsement, Approval and Rating

CASA has made a number of changes to its Form 214 (Certification of Aircraft Endorsement, Approval and Rating) to reduce the errors that sometimes occur in completing it and to accommodate the new fee structure effective from 1 July 2007.

Form 214 is used by delegates to notify CASA that a new endorsement or rating has been issued. The form itself, flight test reports and other relevant documents are sent to CLARC and the details of the new endorsement(s) and/or rating entered into the CASA database. The applicant's address details provided on the form are used to update CASA's contact records.

To date, CASA has been reprinting the licence with the updated details and sending it to the pilot free of charge. From 1 July 2007, provision of a copy of an updated Flight Crew Licence will attract a $25 fee.

There will continue to be no charge for CASA updating the licence database with new endorsement or rating information.

ATOs are reminded to send completed forms together with relevant documents (eg flight test forms) to CLARC as soon as possible after the endorsement or rating is issued to ensure the pilot's licence includes the new ratings and endorsements when it is next printed.

ATOs may continue to use the old version of Form 214 until they receive the new version which will be available shortly.

Using the old version of Form 214

The ATO fills out the old version of Form 214 and attaches any relevant documents.

  1. Pilot does NOT require a new copy of their licence with the new endorsements and/or ratings listed on the licence. The ATO sends the document package to CLARC for processing.
  2. Pilot requires a new copy of their licence with the new endorsements and/or ratings listed on the licence; they need to pay the new $25 fee. This can be done by downloading and completing Form 1137: Payment Advice – Licence Reprints. The pilot should give the payment form to the ATO (at the time the assessment or flight test is done) who will attach it to the document package and send it to CLARC for processing. This will ensure the licence is printed with the new ratings and endorsements included.

Alternatively, applicants can call CLARC on 1300 737 032 and provide their request and credit card details over the phone.

Using the new version of Form 214

Main changes to the new Form 214

There are four notable changes:

  1. The data field for the applicant's ARN is now at the top right hand corner of the form. This will standardise the positioning of the ARNs on CASA forms, to make it easier for the ATOs, and minimise the risk of CASA entering the wrong ARN data into the CASA licensing database.
  2. A new expiry date field has been added. The ATO enters the expiry date of the rating they have issued (instrument rating /instructor rating, etc) in this new field. This will reduce errors in the validity dates of instrument and instructor ratings.
  3. A tick-box has been added to ask if the pilot wants an updated copy of their licence. If this box is ticked, the pilot needs to provide the payment details on the form.
  4. We have added a section for payment details.

How to fill in the new form

  • Enter the applicant's ARN in the top right hand corner
  • Enter the applicant's name, addresses) and date of birth
  • Have the applicant sign the form
  • Enter the details of the endorsement or rating (e.g. tailwheel endorsement, CIR M/E rating, R22 endorsement)
  • Enter your name (as the delegate) and your ARN
  • Enter the date of the flight test
  • Enter the expiry date of the rating (if applicable). If not applicable, leave blank
  • Sign the 'sticky label' with your signature and ARN. Place the sticky label in the applicant's logbook as appropriate
  • If a licence reissue is not required, tick 'no'
  • If a licence reissue is required, tick 'yes'
  • Fill in the credit card details at the bottom of the form
  • Staple all flight test reports and other documentation to the form and send it to:

An example

Jenny has just passed her first multi-engine aeroplane endorsement. She is issued with a manual propeller pitch control endorsement, retractable undercarriage endorsement and a PA34 endorsement. Her flight-test paperwork for the aircraft and the design-feature endorsements is sent in to CASA.

If Jenny doesn't want a copy of her licence showing the new endorsements (she knows that having the entries in her logbook is sufficient), then she will not have to pay the new fee.

If Jenny does want a copy of her licence showing the new endorsements, she will have to pay the new fee of $25.

Processing time

Processing an updated flight crew licence with new endorsements and/or ratings will be done as quickly as possible. Normally, an updated licence will be sent to the pilot within 10 working days of receiving the documents from the ATO.

Worth knowing

The new fee is payable each time a licence is reprinted, but not for each endorsement or rating added. If, for example, an aircraft endorsement and a rating are obtained at about the same time, they can be sent to CLARC as one package for processing. Only one reprinting fee will be charged.

ATOs are encouraged to send in all endorsements and ratings for an applicant stapled together to minimise the chance of a licence being reprinted without all of the updated records being included on the licence.
