How to apply for a variation to an Air Operator’s Certificate

Step 1 – Complete an AOC application form

You will need to complete AOC Application Form 1214.

Form 1214 has six parts (Part A - F). Completion and submission of Part A is mandatory for all applications. Other than Part A, you will only need to submit the parts of Form 1214 relevant to your proposed changes. For example:

If you already operate a Cessna 206 under charter operations and wish to add a Cessna 182 to your charter operations, you will only need to complete and submit Part A and Part E.

The form provides the guidelines necessary for you to complete each part. You need to read these guidelines carefully.

If you wish to remove any of your existing activities or aircraft under your current AOC, you will need to complete
Form 853 – Application for the removal of an AOC authorisation.
If the removal is to be concurrent with a variation to add an AOC authorisation, you will need to complete both Form 853 and Form 1214.

Part A – Details of Applicant
Completion of this part is mandatory.
This part is where the details of your current Air Operator’s Certificate are reflected.
Part B – Detail of Key Personnel and Facilities
If the details of your key personnel have changed in relation to the variation you are requesting, you will need to complete this section. (CAOs 82.1 and 82.3)
You also need to complete this section if you wish to change your main base of operation or are adding or deleting an ancillary base of operation.
Part C – Aerial Work excluding Flying School
If you propose to add aerial work activities for the first time or you wish to add aircraft or activities under aerial work, you need to complete this part.
Part D – Flying School
If you propose to add Flying School activities for the first time or are adding aircraft or authorisation to your flying school, you need to complete this part.
If you are adding flying school to your AOC for the first time, you will also need to complete Part B for any changes to your key personnel or bases of operations.
Part E – Charter Operations
If you propose to add charter operations for the first time or you wish to add an aircraft to your existing charter operations, you need to complete this part.
Part F – Regular Public Transport
If you propose to add regular public transport operations for the first time or are adding aircraft / ports to your existing RPT operations, you need to complete this part.

Step 2 – Submit a completed and signed application Form 1214 to:

Step 3 – Review of your application

CASA will review the application to ensure that you have answered the relevant questions and provided any documents asked for in the application.

Should the application be incomplete, we will contact you and provide you with the opportunity to address the shortfall. Please remember that your application will be returned to you if you do not address the shortfall within a reasonable period of time.

Step 4 – Payment of costs and submission of required supporting documents

An estimate of costs to process the application will be forwarded to you. The estimate is based on hourly rate and will cover CASA’s assessment and/or inspections of your written procedures, key personnel and your facilities. An amount is also included to process and issue the certificate.

The estimate letter will also contain, if applicable, a list of documents we further require in support of your application. If you wish to go ahead with your application, you will be required to:

  • Pay the amount required in the estimate letter
  • Submit the list of supporting documents

Assessment of your application will only commence when CASA has received your payment and supporting documents.
