How to apply for a subsequent issue of an Air Operator’s Certificate

The CASA Service Centre will send you a reminder letter with
AOC Application Form 1213
within 90-days prior to the expiry your existing certificate. If you wish to continue operating, you need to complete, sign and submit this application form and your payment to the CASA Service Centre.

However, you do not have to wait for the reminder letter. You may download
form 1213
from this website, complete and submit this application together with your payment to the CASA Service Centre.

The AOC Application Form 1213, if sent by the Service Centre, will be completed with information we have on you. If you downloaded the form from this website, you will need to complete the information required.

How much will it cost?

An estimate of costs will be sent to you when we receive your application.

How long do I have to complete the forms?

Your completed application for the subsequent issue of your AOC and payment of the estimate is to be sent to the CASA Service Centre within 21 days of the date of the reminder letter.

How long will the application take to process?

The CASA Service Centre will process your application and issue a new AOC before your current AOC expires. However, if there is a delay in CASA receiving your application, and/or your application is incomplete, we are unable to guarantee that the assessment of your application will be completed prior to the expiry date of your current AOC.

What is the assessment process?

As far as the application for an AOC is concerned, the Act does not differentiate between a totally new applicant and an existing operator seeking to replace a certificate that is about to expire. In either case, the applicant must:

  • Apply for the issue of the AOC
  • Satisfy CASA about the matters contained in section 28 of the Act; and
  • In some circumstances, satisfy CASA as to his/her financial position.

In all cases, the delegate may issue the AOC if, and only if, he/she is satisfied as to the above matters.

CASA may give written notice requiring additional information. CASA is authorised by law to request any information or test that it considers necessary to meet the legal requirement to be satisfied that the operator is able to maintain the required standards in all respects.

If there is a history of non-compliance, CASA may insist that for the subsequent issue of the AOC, the AOC holder undergo a complete inspection programme similar to that for the initial issue of the AOC.

What about my other permissions (eg low flying permit or an exemption against a specific regulatory requirement)?

Your AOC may have other approvals that are required for you to undertake all the activities that are approved on your certificate. If this is the case you will need to apply to your local Area Office for these approvals to be renewed coincidentally with the subsequent issue of your AOC. To avoid any interruption to your operations, application should be submitted at the time of your submission for subsequent issue.

A head of aircraft airworthiness and maintenance control (HAAMC) is one of the key personnel required for an AOC. CASA approval of HAAMC needs to be in place before your AOC can be re-issued.

Carriers Liability Insurance, do I need one?

If you are carrying passengers for hire or reward to or from Australia or within Australia, you are required to have satisfactory insurance and a current Certificate of Compliance from CASA to be able to carry passengers for hire or reward.
